May I refer to Edmond's letter of 27th September giving certain further information from the Governor of Hong Kong about emoluments proposed for the Indian section of the Hong Kong Police Force. I am afraid that we still find some some difficulty in agreeing the Governor's proposals. As I understand it, the Indi an policemen are to receive free barracks, free uniform and free rations. In addition they are to receive a "high cost of living allowance" which, while it is not perhaps conspicuously high in relation to the cost of rations, is rather difficult to justify, having regard to the position of other Government servants of roughly equivalent grades who do not receive such important benefits.

I am not, I am afraid, clear from the papers in the Treasury whe ther the Chinese contingent of the Hong Kong Police Force also receives the "high cost of living allowance" plus "rehabilitation allowance" . Our approval to the increased rates of pay for the Chinese section (see James' letter of 3rd July) is for the basic rates. It is admittedly difficult to improve hue

on locally-framed proposals, but if there is to be a reorganised Indian section I should have thought it might be possible to arrive at a rather more logical arrangement, even if it is necessary to provide free

to induce Indians to come and serve in the

Hong Kong Police Force.

I see no objection to the proposed revised strength of the Indian section at 320 including a cadre of 20 recruits.
